Matthew S. Davies, Chicago Area Port Director, Chicago Field Office
Mr. Matthew S. Davies reported as the Area Port Director of Chicago, Illinois on December 17, 2012. As Area Port Director, Mr. Davies is responsible for directing operations at ports of entry under the jurisdiction of U.S. Customs and Border Protection (CBP) in the states of Illinois and Wisconsin. Mr. Davies is charged with leading the activities of over 650 employees at multiple locations, including the largest operation within the Area Port at Chicago’s O’Hare International Airport (ORD). He was instrumental in leading the implementation of Automated Passport Control kiosks for CBP processing at ORD – the first U.S. airport to adopt this technology innovation. Mr. Davies began his government service in 2002 with the Immigration and Naturalization Service in Buffalo, New York where he worked for over five years as an officer and supervisor.
Mr. Davies previously served as the Area Port Director for Preclearance Operations in Dublin, Ireland. In that role, he oversaw CBP operations at both Dublin and Shannon Airports, and was the CBP Country Team Lead to the U.S. Embassy in Dublin. During his tenure, he implemented process improvements at Dublin Airport that significantly improved wait times, led the consolidation of CBP’s operational hours at Shannon Airport and oversaw the deployment of Global Entry kiosks to both Dublin and Shannon airports. He was credited with contributing to a new culture of collaboration with all stakeholders.
Mr. Davies has completed developmental assignments as the Executive Director for Acquisition Policy and Oversight within the CBP Office of Technology, Innovation and Acquisition in Arlington, Virginia and Division Chief-Mission Support for San Diego Sector (Border Patrol). Mr. Davies also previously served as a Program Manager within CBP Headquarters, Admissibility and Passenger Programs.
Mr. Davies attended the first cohort of the CBP Leadership Institute in 2010, and was a participant in the DHS Senior Executive Service (SES) Candidate Development Program (CDP) in 2014-2015.
Mr. Davies graduated from the State University of New York (SUNY) at Buffalo with a bachelor’s degree in English. He is married, with three sons and one daughter.

The primary mission of CBP is to detect and prevent terrorists and weapons of terror from entering the country, while enforcing laws and regulations relating to the facilitation of international trade and travel.
As the Chicago Area Port Director, Mr. Davies direct s CBP operations and enforcement efforts at 22 ports of entry and inspection stations operating in Illinois, Indiana, and Wisconsin. One of the busiest airports in the country, O'Hare International, falls within the Chicago Area Port as well as one of the largest CBP international mail facilities. In addition, the Area Port of Chicago is responsible for CBP operations in 35 foreign trade zones, 39 bonded warehouses, and 172 container freight stations.

CBP is charged with keeping terrorists and terrorist weapons out of the country while enforcing hundreds of U.S. laws.
